does anyone know of a trizbort-like or draw-io-like tool that can create a map like the one in the ‘lurking horror’ invisiclues? it’s a stacked, layered, 3-D map, kind of in an orthographic projection (i’m probably using that word wrong) instead of the typical ‘top down’ view.

You could use any vector-based drawing tool. Just draw the map as usual, then group everything and use the skew tool when finished. Personally, I think it would look better if it was skewed in the other direction.
yeah, i guess that would work. i’m playing around with draw.io and skewing things with libreoffice draw. i’m not good with graphics but i think it will be good enough.
ADRIFT has this type of map-tool right as the centre of focus of the Developer.
