I’ve got two of the three ingredients, but I can’t figure out where to find the chocolate to trade for the last one. I assume it has something to do with the delivery person, but I can’t seem to interact with them or their goods in any way? Or am I on the wrong track entirely?

A little birdie told me that a sweets cart can frequently be seen at THE ARCHES, a few screens east of the bureaucrat. Hope you’re enjoying the game!
