No, it doesn’t; it’s not designed as an authoring tool for e-learning courses, so I doubt that’s something anyone had in mind when developing it. I don’t know how feasible it would be to make the Twine editor output the specific file structure needed for SCORM compatibility, but as it is there hasn’t really been enough interest for anyone to look into it, I don’t think.
