I’ve used this site for voice actors, but it also has an artists section too. It was very active when I used it ~2-3 years ago.
It may be more amateur than you want, but any budget will make your request stand out, and you can also message anyone you’re interested in. I had success with both.
That guy on the right reminds me of the buddy in Another World, and it makes me kinda play through Another World in that style (though with checkpoints).
