Lack of randomness sometimes when compiling for Glulx

Same way I do everything: look up the I7 phrases in the Standard Rules, look what I6 it uses, look those up in the kits… and then shamelessly steal from Dannii (his Xorshift extension in this case. It’s 9.3 but shouldn’t be hard to update. But, yes, I’ve been playing with an RNG replacing Inform’s in 10.2 tonight. I also threw in my fix allowing numbers across a 2**32-1 range on glulx instead of 2**31-1.
