If you want the weather to be a thing so it can be asked about, don’t make it privately-named. Just declare it and add additional understand lines.
The weather is a thing. Understand "clouds/sky" [or "the clouds/sky"] as weather.
(I think that commented bit is unnecessary, but not quite sure.)
But if you base your conversation on topics instead of things, then there’s no need to define the weather as a thing (unless you want the player to be able to examine it or something).
