Anytime I’ve ever reviewed something, I’ve provided feedback. A rating without feedback is not useful to potential players, nor the author.
Regarding 1-star reviews… if the review is constructive and sincere, a 1-star rating can be extremely useful to everyone reading it. Honesty does not negate encouragement. Imagine how a teacher feels when they see effort from a student, but not results. It does nobody any good to praise falsely. Tact is an important skill when delivering criticism.
